Motor Carrier Safety Assistance Program (MCSAP)
The primary goal of this federally funded program is to reduce the number and severity of crashes and hazardous material spills involving large trucks. State Patrol pursues this goal through inspection, enforcement and educational outreach activities. The Federal Motor Carrier Safety Administration (FMCSA) created the Compliance Safety Accountability (CSA) Program in 2010. This program is a partnership between federal, state and industry to prevent motor carrier crashes, injuries and fatalities on America’s highways. For additional information, consult the

A portion of the MCSAP program involves the Motor Carrier Investigation Unit (MCIU Team). This group of sworn officer and civilian professionals provides education and enforcement of the state and federal motor carrier regulations. Their work is composed of three areas including motor carrier compliance reviews or “interventions,” new entrant motor carrier safety audits, and motor carrier inspection and education efforts.
Each team member is assigned a region of the state and is available for motor carrier questions. The Motor Carrier Information System (MCIS) has a phone number (608-267-9762) for questions from the Wisconsin motor carrier community.

New Entrant Safety Audits (NE SA)
Every new motor carrier, registering for a U.S. DOT number, is automatically entered into the new entrant educational and safety audit program.
Shortly after registration, a member of our MCIU team will contact the carrier with educational information and details about how a NE SA is completed. Details about the new entrant motor carrier program are at this FMCSA website:

Interventions
Motor carriers that have difficulty with any of the CSA safety areas can be assigned an intervention or Compliance Review (CR). Safety areas included in the review are:

- Vehicle Maintenance
- Hazardous Materials
