Wisconsin DBE Unified Certification Program (UCP) Firms

Below are three resources that can assist prime contractors in identifying potential DBEs for upcoming proposals. The Office of Business Opportunity and Equity Compliance (OBOEC) updates the UCP Directory monthly and provides a monthly summary of changes. The UCP Directory can be downloaded as an Excel document, modified and used as a solicitation log (see the GFE Tool Kit and Appendix documents). The interactive online map identifies DBE firms in the various regions throughout the state.

Monthly DBE Directory Updates

  • Spreadsheet that includes monthly updates to DBE contact information, newly certified and decertified DBE Firms and the North American Industry Classification System (NAICS) Code expansions and reductions for DBE firms listed in the UCP Directory.

  • The UCP Directory is a combined resource from WisDOT, Milwaukee County, Dane County and the City of Madison.
    • Please carefully review the NAICS code to ensure the DBE is certified for the DBE credit being claimed on any Attachments A.

    • In this session WisDOT staff provide an overview of how a project is developed from its concept to scoping to project design delivery resourcing.
  • Alternative Contracting Method: Design-Build Process Opportunity and Risks
    • This workshop is about the WisDOT Design- Build program that rolled out in 2021. Design-build is a method to deliver a project in which the design-engineering and construction services are contracted by a single entity or team known as the design–builder or design–build contractor.
  • Basic Plan Reading
    • This session describes a step-by-step procedure to read, interpret and relate to a standard set of roadway plans. The session also discusses identifying and interpreting symbols used in a standard set of plans.
  • Deconstructing implicit bias in construction
    • Tim McMurtry II of the National Association of Minority Contractors - Wisconsin Chapter moderates a panel that includes Daniel Webster of Walbec Group, Brian Mitchell of Michels Corporation, Willie Smith of Northwest Side Community Development Corporation, Quinn Long of Clearcut Solutions and Joshua Johnson of the National Hub for Diversity, Equity, Inclusion and Accessibility in Registered Apprenticeship.
  • Challenges, successes and best practices as a DBE firm
    • Joseph Davis Sr. of the Construction Business Group moderates a panel of speakers that includes: Bruce Spann of Spann & Associates; Rick Rivera of RGE (Reach Grow Exceed) Engineering; Micky Day of DK Contractors; Craig Clements of Pro Electric; Harvind Singh of Singh & Associates and Shannon Jefferson of Gibralter Industries. After giving introductions, panelists field an array of questions from Davis.
