The department is implementing a pilot confidential bidder option for contractors. Under this pilot a prequalified contractor who intends to bid on a project could ask, at the time of requesting to bid, that their eligibility not be posted on the department’s HCCI site or on the Bid Express site.
Confidential bidders would not show on plan holder or eligible bidder lists in either HCCI or Bid Express.
On letting day, all bids, including the confidential bids, would be downloaded at 9:01 am and then be posted at 9:30 am on the HCCI site and the Bid Express site. At this point all bids would become public.
Vendors who are approved by WisDOT to be eligible bidders or plan holders and who want to remain confidential, will not appear on the lists of eligible bidders or plan holders on the HCCI website

It is the responsibility of the vendor to ensure that they have been approved as an eligible bidder before submitting a bid. Vendors who choose to be confidential are still contractually obligated, as all eligible bidders are, that by submission of the bid, the bidder contractually commits to all applicable laws, regulations and procedures, including any coordination with subcontractors and DBE community.
The pilot will be put into place statewide and include the December 8, 2015 letting thru the September 13, 2016 letting.

- Prospective bidders are required to attend a mandatory pre-bid meeting at 10:00 AM on Monday, November 16, 2015 at the Lussier Family Heritage Center located at 3101 Lake Farm Road, Madison, WI, 53711. No meeting minutes will be prepared. Issues discovered at the meeting will be handled by addendum.
