Roster
Prime consultants must be on the Roster of Eligible Engineering Consultants (Roster) to submit Notices of Interest (NOI) for construction and design engineering solicitations. Other solicitations may also require consultants to be on the Roster. These solicitations have the "Solicitation Type" shown as "Roster."
Firms on the Roster must submit a Consultant Financial Report (CFR) annually and a Consultant Report (CR) biennially. New firms may join at any time.
Specialty Services
Prime consultants submitting NOIs for specialty services solicitations such as survey, landscape architecture, historical and environmental investigations are not required to be on the Roster. However, firms may need to complete a CFR to establish an indirect cost rate.
WisDOT often advertises master contracts for specialty services instead of soliciting interest for individual projects. Master contracts are used on an as-needed basis by WisDOT for a set period of time.
Disadvantaged Business Enterprises
Information about
registering as a Disadvantaged Business Enterprise (DBE) is maintained by the Office of Business Opportunity and Equity Compliance (OBOEC).
Subconsulting
Subconsultants do not need to be on the Roster.
WisDOT does not make prime-sub connections, but WisDOT approves the use of subconsultants.
The published Roster includes contact information for consultants on the Roster.
Qualification Based Selection
Consultant selections are made using a Qualification Based Selection process in accordance with the Brooks Act. Due to the high number of NOIs submitted by qualified firms, even firms providing quality work to WisDOT in the past are not successful on every solicitation.
Communication
Notification emails are sent to the contacts listed on the CR and Masterworks users assigned a "Solicitation" role. Masterworks roles are assigned by Masterworks consultant administrators.
Although WisDOT uses communication tools like the internet and email to make consultants aware of upcoming opportunities, it is the firm's responsibility to be aware of solicitations and changes to WisDOT policies and procedures.
