Project update (December 2022)
Based on an overall assessment of our improvement alternatives that included public feedback, WisDOT is moving forward with a single-lane roundabout at the WIS 76 & Larsen Road intersection as our preferred alternative.
Project Location
This project is located at the intersection of WIS 76 and Larsen Road, 2.2 miles south of US 10, in the town of Clayton, Winnebago County.
Project need/purpose
The purpose of the proposed action is to improve safety at the intersection of WIS 76 and Larsen Road while providing acceptable traffic operations.
The need for the proposed improvement is to reduce the number and severity of crashes at the intersection, particularly right-angle type crashes, and to improve the traffic operations of the intersection. The intersection of WIS 76 and Larsen Road had sixteen crashes from 2016 to 2020, resulting in one fatal crash and nine injury type crashes. Of the sixteen crashes, twelve were right angle crashes. In addition, the new Neenah High School located approximately 1-mile east of the intersection is expected to increase traffic at the intersection.
The Wisconsin Department of Transportation (WisDOT) is proposing to reconstruct the intersection of WIS 76 and Larsen Road in the Town of Clayton, Winnebago County. The following is a summary of improvement alternatives being considered:
All-Way Stop Control
This alternative consists of reconstructing the WIS 76 and Larsen Road intersection to include left turn lanes on the northbound and southbound WIS 76 approaches and removing the right turn lane on the east leg of Larsen Road. Stop signs would be added to the WIS 76 approaches to create an all-way stop control intersection. With the addition of left turn lanes and stop signs on WIS 76 the severity of crashes at the intersection are expected to decrease, however this alternative is expected to result in higher levels of traffic delays on WIS 76.
Roundabout - Preferred alternative
This alternative includes a single lane roundabout located at the existing WIS 76 and Larsen Road intersection. The roundabout would decrease speeds through the intersection and eliminate right angle crashes within the intersection, which is predicted to reduce the number of severe crashes at the intersection. Traffic operations are expected to be better than the all-way stop alternative.
Proposed improvements
- New pavement structure
- New pavement markings and signing
- Culvert and storm sewer installation
- Intersection lighting
Project schedule
- Virtual Local Officials Meeting: August 8, 2022
- Virtual Public Involvement Meeting: August 23, 2022
- Finalize alternative selection: September 2022
- Environmental document approval: January 2023
- Real estate acquisition: Starting in late 2023
- Design: Ongoing through spring of 2025
- Construction: Summer 2026
Proposed traffic impacts
The WIS 76 and Larsen Road intersection will be closed during construction and a detour route will be posted.
Real estate
Real estate acquisition will be required, in the form of FEE and temporary limited easements (TLE), to accommodate the intersection improvements. A member of the real estate team will contact affected property owners.
In This Together program for businesses
WisDOT recognizes businesses located in work zones or impacted by detour routes have special needs. WisDOT's In This Together program is offered to business, organizations and community leaders as an idea source as they plan for road construction in their area. It includes promotional examples, case studies and a specially designed Business Coordination Guide with information on:
