I-90 (Theatre Road to County C), Onalaska to West Salem - La Crosse County
Project overview
The purpose of this project is to maintain connectivity along I-90 by addressing the deterioration of the two distinct segments of pavement, as well as replacing the concrete decks of the bridges over the La Crosse River and County M. The first segment goes from Theater Road to just east of the WIS 16 interchange and consists of concrete pavement with deteriorating joints and asphaltic shoulders. The second segment is from the WIS 16 interchange to just east of the County C interchange and consists of an asphaltic overlay over concrete pavement. This segment was last overlaid in 2013 and is exhibiting transverse and longitudinal cracking.
- Pavement Resurfacing:
- I-90 and WIS 16 ramps, Theater Road through the WIS 16 interchange: Treat concrete pavement distress with concrete repair and concrete replacement. Remove asphaltic shoulders/gores and replace 3.5-inches of HMA.
- I-90, WIS 16 to County C: Mill and remove 3.5-inches, place 3.5-inches of HMA.
- County C interchange ramps and terminal intersections: Mill and remove 2-inches of existing asphaltic pavement, base patch underlying concrete as needed, place 2-inches HMA.
- Other work:
- Replace the concrete decks, replace/repair bearings, and apply a Thin Polymer Overlays (TPO) to the I-90 bridge over the La Crosse River.
- Replace the concrete deck of the I-90 bridge over County M
- Replace the concrete deck and replace/repair bearings on the I-90 bridge over County M
- Bearings replacement/repair on the I-90 bridge over WIS 16
- Bridge painting on the I-90 bridges over the La Crosse state trail and County M in Spring 2021
- Replace R/W fencing (Theatre Rd to WIS 16 Interchange)
- Culvert maintenance work
- Guardrail replacement and grading

Traffic impacts/detours
I-90 will be reduced to bi-directional traffic with the use of crossovers. WIS 16 and County C ramps will be completed in halves to maintain traffic, ramps are subject to closure during off-peak hours.
