The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to WIS 32 in Sheboygan County. The purpose of this outreach is to obtain your input on the identified needs and proposed design details. We appreciate your input and encourage you to take a moment to review the project information and provide comments.
Project location
This project is located on 10.3 miles of WIS 32 from County D in the village of Cedar Grove to WIS 28 near the village of Sheboygan Falls in Sheboygan County.
Project purpose and need
The purpose of this project is to address deteriorating pavement, roadway deficiencies, and failing drainage structures on WIS 32. The last resurfacing project on this stretch of highway was completed in 2004. Inspections of box culverts and culvert pipes showed multiple locations in need of replacement before a failure could affect drainage along the roadway or affect the integrity of the roadway. Multiple curb ramps in Cedar Grove are currently not Americans with Disabilities Act (ADA) compliant. Additionally, the beam guard is aging and outdated.
Project benefits
Providing motorists with a new surface will improve the smoothness of ride for drivers and help to minimize wear on their vehicles. An extension of the pavement life will lead to a decrease in future maintenance costs of the roadway as well. Culvert replacements will assist in the efficient transport of water and help to avoid flooding in the event of a significant rainfall event. The replacement of deteriorating beam guard systems will help to protect motorists who leave the roadway from areas of steep slopes or other safety hazards.
Proposed improvements
This is a resurfacing and culvert replacement project. Proposed work includes:
- Five box culvert replacements at spot locations
- Mill 2 inches of the existing surface and pave 2 inches with hot mix asphalt (HMA)
- Replace beam guard
- Reconstruction of curb ramps
- Pavement marking
Traffic impacts
Possible traffic impacts include a full closure of WIS 32 from County D to WIS 28 for through traffic. The closure is needed for the removal and replacement of the box culverts.
- Access to properties and businesses in the work zone will be maintained.
- Local traffic will be permitted access.
- Detour: Through traffic will be detoured onto I-43.
- WIS 32 will remain open with flagging operations during resurfacing.

- Project design: 2022-2023
- Final Design: Fall 2023
- Construction currently scheduled in 2025
- Could be advanced to 2024 if funding becomes available
Real estate
Temporary limited easements (TLEs) and acquisition of right of way will be required for this project at spot locations for the replacement of curb ramps and culverts.
