WIS 54 Resurfacing - Brown County

This website details proposed improvements along WIS 54 between University Way and WIS 57 in Brown County.

Project need

The purpose of the project is to improve the deteriorating pavement, extend the roadway’s service life and upgrade other roadway deficiencies.

Proposed Improvements

WisDOT is proposing a resurface-level improvement project on the 4.4 miles of WIS 54 between University Way and WIS 57. Improvements include:

  • Resurfacing mainline WIS 54 (concrete repair and overlay and asphalt mill and overlay)
  • Resurfacing ramps for University Avenue/Nicolet Drive and resurfacing mainline University Avenue/Nicolet Drive (concrete repair and overlay)
  • Concrete repair on Bay Settlement Road ramps
  • Replacing beam guard
  • Replacing curb ramps at southwest quadrant of Bay Settlement Road and Leon Bond Drive and intersection of eastbound off-ramp for Bay Settlement Road and Bay Settlement Road
  • Replacing culvert endwall​
  • Pavement markings
  • Shoulder rumble strips
  • Shoulder aggregate

Project construction has been moved from the 2023 construction season to spring/summer 2024.

Real estate

No real estate will be required for this project.

Traffic impacts

WIS 54 mainline will remain open using temporary lane and shoulder closures for most of construction.

Ramp closures

  • ​The ramps for I-43 and University Avenue / Nicolet Drive and Bay Settlement Road will be closed during off-peak hours during resurfacing/repairing operations.
  • The ramps for Bay Settlement Road will be closed and detoured for several days for concrete repairs.
  • Consecutive ramps will not be closed at the same time.
  • Daytime and nighttime work is anticipated with this project.

During construction, temporary signing for business will be available to direct customers to business who are impacted by road closures or detour routes.

While signing and other marketing/advertising during the construction is up to the business, WisDOT encourages businesses to use the resources above to assist them with planning for construction before the construction begins.
