US 141 Resurfacing, Brown County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on a proposed resurfacing project on US 141 in Brown County. This website provides information regarding the proposed improvement scope, schedule and traffic impacts, describes potential real estate needs, and offers an opportunity for public comment. Project location

WisDOT is proposing to improve 2.6 miles of US 141 between County MM and Continental Drive in Brown County.

Project need/purpose

The project is a resurface-level improvement project. The purpose of the project is to extend the roadway’s service life by addressing the deteriorating pavement and drainage structures on US 141 and upgrading other roadway deficiencies. The existing pavement is showing signs of transverse cracking and alligator cracking.

Proposed improvements

  • Milling 2 ½” of the existing pavement and overlaying with 4” asphaltic pavement on mainline
  • Milling 1 ¾” of the existing pavement and overlaying with 1 ¾” asphaltic pavement through the Allouez Avenue roundabout, County MM/Wall Street intersection, and from Ontario Road/Glenmore Road to approximately 600 feet to the east.

  • Beam guard replacements
  • Curb ramp upgrades
  • Splitter island and median nose repairs
  • Pavement marking
  • Clear railroad vision triangles on WisDOT right-of-way
    • Railroad to clear railroad right-of-way

Project schedule

  • Local Official Meeting: February 2022
  • Public Involvement: February 2022
  • Final Environmental Document: April 2022
  • Final Plans: May 2024
  • Construction is currently scheduled to begin in 2027 but could occur as early as 2025.

Proposed traffic impacts

During construction, a 1-2-day detour will be required for milling and paving operations through the Allouez Avenue roundabout. The detour will utilize County JJ to I-43 to County MM. The rest of the project will be completed under traffic. Motorists can expect to expect to encounter lane closures and flagging operations.

No real estate will be required for this project.
