Location
WIS 13 from Butterworth Road in the town of Gingles to US 2 (Lakeshore Drive) in the city of Ashland, all in Ashland County.
Overview
The pavement in this segment of WIS 13 pavement is deteriorating. To address this, the Wisconsin Department is proposing the following:
- Butterworth Road to 360 feet south of 12th Street (old 13th Street):
- Remove 3 ¼ inches of existing pavement and overlay the roadway with 3 ¼ inches of hot-mix asphalt.
- Replace deteriorated culverts.
- Replace sand fill with native fill over concrete culverts installed in 2010 for frost heave correction.
- Add bike lanes from 16th Street to old 13th Street.
- 360 feet south of 12th Street (old 13th Street) to 6th Street:
- Replace pavement structure with 9 inches of Portland cement concrete pavement, 6 inches of base aggregate, 12 inches of granular subbase and underdrain pipe.
- Replace storm sewer system, curb ramps, curb and gutter.
- Replace sidewalk at curb ramps and spot locations.
- Add a designated bike lane between the travel and parking lanes in each direction of Ellis Avenue.
- Remove and haul decorative lights to city yard for repainting and reinstall in landscaped medians.
- Replace water main in a separate tied project.
- 6th Street to US 2:
- Replace Portland cement concrete and hot-mix asphalt pavement with 9 inches of Portland concrete cement pavement.
- Reconfigure lanes to a two-way left-turn lane (TWLTL) from 5th Street to Main Street and either:
- Add a designated bike lane with a 3-foot buffer between the travel and bike lanes in each direction.
- Maintain/expand existing landscaped medians and left-turn lanes, remove one through lane and add a designated bike lane in each direction.
- Upgrade curb ramps at city street and trail crossings.
Schedule
Construction currently is scheduled for 2025.
Traffic Impacts
During construction, WIS 13 will remain open to traffic.
- From Butterworth Road to 360 feet south of 12th Street (old 13th Street), motorists will encounter daytime single-lane closures controlled by flagging during milling, paving and culvert work.
- From 360 feet south of 12th Street (old 13th Street) to 6th Street, WIS 13 will be kept open in each direction with staged traffic control.
- From 6th Street to US 2, WIS 13 will be kept open with one lane in each direction using staged traffic control.
