WIS 31 (Green Bay Road) Reconstruction - Racine County

​​​Project Location

​WIS 31 (Green Bay Road) from WIS 11 to WIS 20 in Racine County. 

​​Project Overview

​Approximately 1.5 miles of WIS 31 is to be reconstructed with spot improvements in the city of Racine and the village of Mount Pleasant. Improvements will include:

• Reconstruction of the roadway, including new storm sewer and pavement
• Traffic signal replacement
• Bicycle and pedestrian accommodations will be added

Project Purpose and Need

The project proposes to provide long-​term improvements to the pavement, operation, and safety of the roadway. This existing section of WIS 31 has​ multiple transit stops with limited pedestrian and bicycle accommodations​.

Public Involvement

Public Involvement Meeting #2​

WisDOT hosted a second public involvement meeting on September 29, 2022, regarding the proposed reconstruction project. Materials and exhibits shared at the meeting are posted below to help give more opportunity for public feedback.

A public involvement meeting was held on February 11, 2020, where WisDOT personnel​ presented design plans on the proposed reconstruction project.

Schedule

Construction is tentatively scheduled for 2026, but may occur​​ in 2025 if funding is available.

​Traffic Impacts​

Traffic shifts will take place during construction so crews can reconstruct one side of the roadway at a time. ​
