WIS 28 (Ellsworth St to North Junction County TW), Horicon - Dodge County
Project overview
The 3.46-mile project will mill and resurface 3 ½ inches of deteriorating pavement on WIS 28 from Ellsworth Street (in the City of Horicon) to the North Junction County TW (in the Town of Williamstown), Dodge County. Project work will also include replacement of the existing guardrail just southwest of the WIS 28/Schwarze Road intersection, new rumble strips, and new pavement marking. Prior to this construction project, Dodge County is being provided a Local Force Account (LFA) to conduct in-kind replacement of several culvert pipes one year prior to this project to ensure natural settlement has taken place preventing subsidence of the roadway after the mill and overlay.

Schedule
- Construction scheduled for 2025, with potential advancement to 2023
- The Local Force Account project with Dodge County for culvert pipe replacements is currently scheduled for 2022
Traffic impacts/detours
WIS 28 will be closed to through traffic for the duration of construction and a detour route will be posted.
- Detour route will utilize WIS 33 and WIS 67
