The Wisconsin Department of Transportation (WisDOT) is in the process of developing plans for proposed improvements on four miles of US 10 in Manitowoc County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community and offer an opportunity for public comment.
Project location
The project is located on US 10 between the villages of Reedsville and Whitelaw. The project is located in the municipalities of Maple Grove, Rockland, Franklin, and Cato in Manitowoc County.
Project purpose and need
US 10 is an important east-west route serving local commuters as well as regional and interstate traffic. US 10 is also a high-volume truck route with approximately 22% of the daily traffic on US 10 consisting of trucks. US 10 is a two-lane roadway and because of the high truck volumes, there are limited opportunities for passing along this section of US 10.
US 10 is a state designated route for consideration of passing lanes through WisDOT’s statewide corridor planning initiatives because of the truck volumes and roadway alignment.
Anticipated benefits
The proposed project will improve safety and traffic operational conditions during passing movements.
Proposed improvements
This is a construction project to improve passing opportunities between Reedsville and Whitelaw. Proposed improvements include:
- Construction of two miles of an eastbound passing lane between Manitowoc Street/Pleasant View Road and County G.
- Construction of two miles of a westbound passing lane between County G and Fritsch Lane.
- Reconstruction of short sections of Rocky Ledge Lane, Menchalville Road, and Fritsch Lane to match the new passing lanes.
- Installation of new signing and pavement marking in the passing lanes.
Traffic impacts
- Construction is currently scheduled for 2024.
- Work is anticipated to occur between May and October.
- US 10 will remain open to traffic during construction.
- Motorists can expect to encounter lane shifts and flagging operations.
- WisDOT will contact homeowners and businesses when working directly in front of the driveway to coordinate daily access.
Schedule
Initial design and planning for pavement and passing lane improvements were completed between 2013 and 2018. WisDOT conducted pavement improvements in 2018. Passing lane plans were shelved until funding was available to complete construction.

Real estate
All permanent right of way was previously acquired to accommodate the passing lanes in 2017. Temporary easements will be required at spot locations for blending slopes and matching driveways. WisDOT Real Estate Section representatives contacted affected property owners in fall 2022 and acquisition of the necessary easements will be completed in 2023.
