The Wisconsin Department of Transportation (WisDOT) is in the process of developing highway improvements on WIS 54 in Outagamie County. The purpose of this website is to update construction plans in the project limits and get your input on the identified needs and proposed improvements. We encourage you to take a moment to review the project information and provide comments.
Location
Project limits: 8.8 miles of WIS 54 between the town of Liberty just west of House Road and Park Avenue in the village of Shiocton.
Proposed improvements
This is a resurfacing-level improvement with replacement of two structures and various pipe culverts. Box culvert structure replacement locations are noted on the exhibit below by the structure number on the exhibit. Culvert replacements are noted on the detour route maps. Project improvements for WIS 54 include:
- Mill 4" and overlay 4" of the existing asphalt pavement
- Replacement of box culvert (C-44-1020) in Shiocton
- Replacement of a wingwall on box culvert (C-44-0053) in Liberty
- Replacement of various culvert pipes
- Widen paved shoulders from 3’ to 5’
- Spot replacement of storm sewer
- Replace various guardrail
- Spot repair of curb and gutter as needed
- Addition of centerline and shoulder rumble strips
- Replacement of curb ramps within the village of Shiocton
- Pavement marking
Schedule
- Design is on-going and will continue through May 2023.
- Real estate acquisition is anticipated to begin early 2022.
- Construction is tentatively scheduled for 2025.
- Construction could be advanced to 2024 if funding becomes available.
Traffic impacts
Portions of WIS 54 will be closed during structure replacement and culvert pipe work. WIS 54 will remain open during resurfacing using single lane closures and flagging operations. Two separate detours are proposed.
Box Culvert Replacement
Replacement of culvert C-44-1020 in Shiocton is expected to take approximately 8 weeks. WIS 54 will be closed to through traffic. Access to businesses and properties in the detoured portion of the highway will be maintained.
- Proposed detour: Traffic will be directed to use WIS 76, County S and County M
Culvert Replacements
Culvert replacements and replacement of the wing wall on box culvert C-44-0053 is expected to take approximately 4 weeks. WIS 54 will be closed to traffic through traffic during replacement. Access to businesses and properties in the detoured portion of the highway will be maintained.
- Proposed detour: The proposed detour uses WIS 76, County S, and County M.
Right of way needs
Right-of-way acquisition and temporary grading easements will be required for the project. A member of our real estate team will contact you if your property is needed during construction.

Temporary Business Signing
During construction, temporary signing for business will be available for businesses within the detoured portion of the highway. While signing and other marketing/advertising during the construction is up to the business, WisDOT encourages businesses to use the resources above to assist them with planning for construction before the construction begins.
