I-41 Improvements - Fond du Lac County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback for proposed improvements on I-41 in Fond du Lac County. This outreach aims to obtain your input on the identified needs and proposed improvements along I-41 in the project limits. We appreciate your input and encourage you to take a moment to review the project information and provide comments.

Project location and limits

There are three proposed projects on I-41 in Fond du Lac County. Each is identified by unique Project ID numbers.

  • Project ID 1100-50-00: Resurfacing and culvert replacement: I-41 between the Fond du Lac/Dodge County line and I-41/US 151 interchange
  • Project ID 1100-52-00: Resurfacing and culvert replacement: I-41 between County D in Fond du Lac County and WIS 26 in Winnebago County.
  • Project ID: 1150-74-99: Bridge deck replacement: I-41 at the Town Line Road overpass

Resurfacing and Culvert Replacement (Project ID 1100-50-00)

Project need

WisDOT is proposing to improve 6.75 miles of I-41. The existing pavement and cable guard system are both beginning to deteriorate and will require increased maintenance. They are anticipated to reach the end of its service life by the time of construction.

Proposed improvements

  • Mill and overlay of the existing pavement on the northbound and southbound lanes of I-41
  • Mill and overlay of interchange ramps with County B
  • Median cable guard replacement
  • Beam guard replacements
  • Culvert replacements
  • View project construction display

Tentative schedule

  • Design and environmental review: 2021-2022
  • Construction: 2023

Anticipated traffic impacts

I-41 will be closed and detoured during culvert replacements and County B interchange ramp resurfacing.

  • Much of the work is anticipated to be at night or during off-peak hours, with I-41 open to traffic during daytime hours.
  • Traffic will be detoured onto WIS 175.

I-41 will have lane closures during milling and overlay of northbound and southbound lanes.

Real estate needs

There is no right-of-way acquisition anticipated for this project.

I-41/Town Line Road Deck Replacement (project ID 1150-74-00)

Project need

WisDOT is proposing to rehabilitate the overpass carrying Town Line Road traffic over I-41. The existing bridge structure is deteriorating, and the deck is in need of replacement.

Proposed improvements

  • Replace bridge deck
  • Abutment spot repair

Tentative schedule

  • Design and environmental review: 2021-2022
  • Construction: 2023

Anticipated traffic impacts

I-41 will remain open to traffic with lane closures at the overpass. Town Line Road will be closed. No detour will be posted. Access will remain for residents and emergency vehicles on Town Line Road.

Real estate needs

There is no right of way acquisition anticipated for this project.

Northern Fond du Lac and southern Winnebago County: Resurfacing and Culvert Replacement (Project ID 1100-52-00)

Project need

WisDOT is proposing to improve 14.2 miles of I-41. The existing pavement and cable guard system are both beginning to deteriorate and will require increased maintenance. They are anticipated to reach the end of its service life by the time of construction. Guardrail will also be replaced to meet current safety standards. Also, drainage measures are needed to prevent water overtopping I-41 north of County Z to Black Wolf Avenue in the town of Nekimi, southern Winnebago County. A box culvert replacement will improve drainage.

Proposed improvements

  • Mill and overlay two (2) inches of asphalt along the Northbound and Southbound lanes
  • Replace cable barrier and guardrail along I-41 mainline and ramps
  • Miscellaneous structure maintenance work
  • Miscellaneous culvert extension and slope flattening work
  • Replace existing box culvert to address flooding issue North of County Z
  • View project construction display

Proposed schedule

  • Environmental document: February 2022
  • Design study: March 2022
  • Utility coordination: April 2022
  • Design completion: August 203
  • Construction is currently scheduled in 2026
  • Construction may be advanced to 2024 should funding become available

Traffic Impacts

I-41: The interstate will remain open to traffic during construction with the following restrictions:

  • Mainline paving, cable barrier, guardrail, and I-41 structure maintenance
    • Night work or off-peak hours
    • Maintain one lane in each direction
  • Box culvert construction north of County Z
    • Construct temporary crossovers
    • Maintain 2 lanes in each direction during peak hours

Side roads: Overpass and structure work affecting off-interstate traffic

  • County D, WIS 23, County OO, WIS 26
    • Work will be conducted using lane closures and/or flagging operations
  • County OOO, County OO (Scott Street), County Z, Lincoln Road
    • Full closures are anticipated.

New right-of-way or temporary limited easements may be required at select culvert replacement locations.
