Project Location
WIS 54 in Outagamie County. The improvements are separated into two projects, each identified by a different project ID.

Below are the project locations separated by Project ID:
- Project ID 6230-14-71 runs for approximately 10.9 miles from Park Avenue to French Road in the village of Shiocton, town of Bovina, town of Black Creek, village of Black Creek, town of Seymour and town of Osborn.
- Project ID 6230-14-72 runs for approximately 0.4 miles from Tower Drive to N Beech Street in the village of Black Creek. Both projects will be let as one contract for construction and will be built concurrently.
Purpose and Need
The purpose of the project is to improve the deteriorating pavement and drainage structures on WIS 54 to extend the roadway's service life and upgrade other roadway deficiencies. The last resurfacing project on this stretch of highway was completed in 1998. An existing small bridge 1 mile east of Black Creek has reached its service life. Field reviews of culvert pipes showed several culvert pipes in need of repair or replacement. Televised storm sewer identified failing storm sewer joints, blockage of water, or crumbling structures in a few locations. There are spot locations of deteriorating curb and gutter. The curb ramps in Black Creek are currently not Americans with Disabilities Act (ADA) compliant.
Proposed Improvements
The proposed improvements for Project ID 6230-14-71 include:
- Mill/overlay of the existing pavement, existing 3-foot paved shoulders will be widened to 5-foot paved shoulders
- Culvert replacements throughout project limits
- Bridge and beam guard replacement located approximately 1 mile east of Black Creek
- Centerline/Shoulder rumble strips
- Pavement markings
The proposed improvements for Project ID 6230-14-72 include:
- Mill/overlay of the existing pavement
- Spot repairs of existing curb
- Spot repairs of existing storm sewer
- Curb ramp improvements at four intersections within Black Creek
- Traffic signal modifications
- Pavement markings
Right of way needs
Right of way acquisition in the form of Temporary Limited Easements (TLEs) and/or Permanent (FEE) acquisition will be needed at all curb ramp improvement locations. A TLE will be required for grading in the vicinity of the new bridge. Real estate acquisition is scheduled to begin in summer 2021. If your property is affected, a real estate specialist will contact you in the summer of 2021.
Traffic impacts
WIS 54 will be open to traffic throughout most of the construction. Traffic control in the form of daytime flagging operations will be used to close one lane of WIS 54 at a time as necessary.
A detour will be posted for several weeks at the start of the project to complete culvert replacements between Shiocton and Black Creek and storm sewer repairs at the WIS 47/WIS 54 intersection. The detour will follow WIS 76 to County A to WIS 47 to County B to County PP.

In addition, during storm sewer repairs and traffic signal modifications at the WIS 47/WIS 54 intersection, a detour will be posted for WIS 47. The detour will follow County B to County PP to WIS 54 to WIS 55 to County G.

Following completion of culvert and storm sewer work, a new detour will be posted to complete bridge construction east of Black Creek. The detour will follow WIS 47 to County B to County PP. This detour will be in place for approximately 3 months.

Shoulder and sidewalk closures will be required in Black Creek for construction of new curb ramps and traffic signal upgrade work.
Project schedule
- A public involvement meeting was held in October 2020
- Real estate acquisition will begin in summer 2021
- Design is on-going and will continue through the spring of 2022
- Construction is tentatively scheduled for 2023

During construction, temporary signing for business will be available. While signing and other marketing/advertising during the construction is up to the business, WisDOT encourages businesses to use the resources above to assist them with planning for construction before the construction begins.
