WIS 32 Improvements - City of Kiel

The Wisconsin Department of Transportation (WisDOT) is investigating alternatives for proposed improvements on 1.5 miles of WIS 32 in the city of Kiel, Manitowoc County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.

Project location

This project is located on WIS 32 from WIS 67 to County AA (Park Avenue) in the city of Kiel in Manitowoc County, Wis.

Need and Purpose

The primary purposes of the project are to improve the deteriorating pavement surface and extend the service life of WIS 32, to improve safety at the intersection of WIS 32 and County AA (Park Avenue), and to replace the bridge structure over the Sheboygan River.

Proposed improvements

Proposed improvements on WIS 32 from WIS 67 to 7th Street include:

  • Concrete pavement replacement
  • Curb and gutter replacement
  • Sidewalk replacement
  • Curb ramp and driveway apron replacement
  • Storm sewer replacement
  • Utility (Sanitary Sewer and Water Main) Replacement by the city

Water Street

  • Roadway width remains the same
  • 12-ft driving lane, 10-ft parking lane

1st Street

  • Bridge replacement
  • Roadway and bridge width will be narrowed
  • 10-ft driving lane, 7-ft urban shoulder (no parking lane)

Fremont Street

  • Roadway width remains the same
  • 12-ft driving lane, 10-ft parking lane

7th street

  • Asphaltic resurface
  • Roadway width remains the same
  • 12-ft driving lane, 8-ft parking lane (east side) and 16-ft driving lane (west side)
  • Curb ramp replacement

Design displays and exhibits

WIS 32 and County AA (Park Avenue) intersection

  • Alternative A: Stop Condition
    • Cul-de-sac 8th Street
    • Convert the intersection from 5-legs to 4-legs
    • Minor geometric improvements: Removing channelized westbound right-turn lane
  • Alternative B: Roundabout
    • Cul-de-sac 8th Street
    • Elliptical-shaped roundabout
    • South channelized right turn lane for truck turning movements

Anticipated benefit

The proposed improvements will include the following benefits:

  • Provide motorists with a smoother riding surface resulting in less wear on vehicles.
  • Decreased annual maintenance costs for the city saving taxpayer dollars.
  • Extend the life of the structures and pavement.
  • Improved intersection at WIS 32/County AA will provide safer turning movements.
  • Improved accessibility for pedestrians by bringing curb ramps into compliance with ADA standards.
  • Improved bike and pedestrian accommodations.
  • Traffic calming would create a safer roadway for all users.

Traffic impacts

WIS 32 plans are early in the design stage. The anticipated impacts on traffic during construction may include:

  • Long-term road closures and detours during construction.
  • Pedestrian detours where curb ramps, sidewalks, and crosswalks are under construction

Real estate

Permanent right-of-way (FEE) and Temporary Limited Easements (TLE) would be required for improvements along the project corridor. A second public involvement meeting will be held to discuss detailed intersection design and impacts. A member of the Department’s real estate team will contact affected property owners.

Your comments assist us in developing a project that will serve the needs of the traveling public as well as the needs of the local community and are welcomed and appreciated throughout the design process.
