Public involvement meetings (PIMs) were held on June 6 and 7, 2023, to provide participants with an update on the study and present the draft “Strategy Packages”, or potential long-term vision for the Beltline.

PEL Study history

  • WisDOT and the PEL study team are working with community staff, elected officials and the public to continue development and evaluation of strategy packages.

  • Fall - Eight public involvement meetings at six locations. Each meeting had the same presentation and exhibits. The study team presented the components, strategy packages, and proposed screening results.

  • WisDOT and the PEL Study Team worked with community staff, elected officials and the public to develop and screen potential broad regional solutions as stand-alone strategies.
  • The stand-alone strategies that did not show promise were dismissed. Those that showed promise for meeting the identified objectives will be adopted into and form the foundation for a National Environmental Policy Act (NEPA) document.
  • Eight PIMs in November and December presented the preliminary findings of how various transportation strategies may address Beltline needs.

  • WisDOT and the PEL Study Team worked with community staff, elected officials and the public to develop Beltline PEL Study goals and objectives; and identify and screen strategies to meet those goals and objectives.

Past meetings

Public involvement meetings (PIMs) were held on April 12 and 13, 2022, to provide participants with an update on the study and present improvement “Components" that, when combined, could address the issues on the Beltline. A recorded version of the presentation and meeting exhibits can be found at the links below.

A series of eight PIMs took place in November 2015. These meetings were held at various locations and times and presented the draft results of the screening of individual modal components and strategies developed since the 2014 PIMs.

Eight public involvement meetings took place in November and December 2014. These meetings presented the preliminary findings of how various transportation strategies may address Beltline needs.

Five public involvement meetings took place in September 2013. These meetings were kickoff meetings introducing the PEL Study.

Stakeholders/committees

Stakeholder committees were created for this study and are led by PEL Study team members

  • Policy Advisory Committee (PAC)
    • The PAC is comprised of local elected officials from the communities within the study limits.
  • Technical Advisory Committee (TAC)
    • The TAC is comprised of municipality staff or representatives appointed by their community leaders.
  • Modal Expert Focus Groups
    • A focus group for transit and for bike and pedestrian facilities evaluation are both compromised of municipality staff and representatives of local interest groups.

Coordination Plan (CP) and Impact Analysis Methodologies (IAM)

The CP is a tool that identifies how the project team will interact with the public regulatory agencies and local officials throughout the study. The CP is meant to promote an efficient and streamlined process through coordination, scheduling, and early resolution of issues.

The purpose of the IAM is to communicate and document the approach to analyzing potential impacts for the study. The IAM is intended to promote an efficient and streamlined process and early resolution of concerns or issues.
